PhD in Biology from the Complutense University of Madrid, since 2007 he has been Managing Director of the Organization of Associated Producers of Large Freezer Tuna Vessels (OPAGAC) and of the Association of Large Freezer Tuna Vessels (AGAC). Previously, he was deputy director of OPAGAC, where he highlighted his role as scientific advisor of the aforementioned organization in the different tuna management commissions (ICCAT, CIAT, CTOI, WCPFC), as well as his work in the negotiations of fishing agreements between the EU and private entities.

Between 1994 and 1997 he held the position of Head of the Spanish Fisheries Office in Seychelles, Victoria (Seychelles Rep.), being responsible for the Control of the Spanish tuna fleet in the Indian Ocean, including the ports of Victoria (Seychelles), Mombasa (Kenya) and Diego Suarez (Madagascar). Negotiation of fishing agreements of the European Union with Madagascar, Comores, Seychelles and Mauritius. Associate Expert at FAO, Indo-Pacific Tuna Program (IPTP), Colombo (Sri Lanka) in 1991 and 1994 where he carried out studies on the biology of tunas in the Indian Ocean and Southeast Asia. Compilation of tuna catch statistics. Design and control of tuna sampling programs for the Philippines, Malaysia, Indonesia and Sri Lanka. Maintenance and historical review of the IPTP database.
